Cyprus — Visas & long-stay residence for retirees
Updated
What this page covers
This page explains, in plain words, how retirees can live in Cyprus for the long term.
A visa is official permission to enter a country for a stated purpose. Residence means you are allowed to stay and live there beyond a short visit. Means of subsistence (also called “secured annual income” or “means”) means money you must show you have—so you can support yourself without needing Cypriot social assistance.
EU means the European Union. EEA means the European Economic Area. Switzerland has similar free-movement rules. If you hold a passport from one of those places, free movement means registering with a MEU1 certificate when you stay more than three months with resources and comprehensive sickness insurance in Cyprus. If you do not (for example, a US passport), the main classic passive-income path is Immigration Permit — Category F: secured annual income from abroad, without engaging in business, trade, or profession in the Republic.
Don’t confuse Category F with the separate Regulation 6(2) investor Immigration Permit (€300,000 investment and much higher income floors). Category F applications are filed with the Migration Department in Nicosia, not decided as a settlement visa by the Washington Embassy.
Retirely can help you explore coastal and inland communities once the immigration path is clearer—optional, and separate from the visa itself.
This page is planning information, not certified legal advice. Rules change. Always confirm with the Migration Department and, for short visits, the Cypriot embassy or consulate before you apply.
If you are from the EU/EEA/Switzerland
Union citizens may reside in Cyprus up to three months with a valid ID card or passport. For more than three months, they must hold a valid ID/passport and be workers or self-employed in Cyprus, or have sufficient resources for themselves and family members so as not to become a burden on the social assistance system and have comprehensive sickness insurance cover in Cyprus.1
Registration Certificate — form MEU1: Apply within four months from entry. Fee €20. Certificates do not have an expiration date. Decision within one month if the file is complete. Failure to apply may attract a financial penalty of up to €2,500. Supporting documents must follow the official MEU1 checklist (Word file on the Migration Department forms page—download before filing) and be officially translated and certified as required. After five consecutive years, permanent-residence documentation may be requested via MEU3 (fee €20 on the Ministry of Interior residence-cards overview).123
Work rights: Free access to employment, including employed or self-employed activity (regulated professions still need recognition).1
If you are from outside the EU (main retiree route)
Official name and legal basis
Immigration Permit — Category F under the Aliens and Immigration Regulations (Migration Department Immigration Permits page, posted 29 December 2025). Applications are examined by the Immigration Control Committee under Regulation 4; recommendations go to the Deputy Minister of Migration and International Protection. Family members: Regulation 8 — spouse and children under 18 as dependents.4
Category F statutory description (official wording summarised): persons who possess and have fully and freely at their disposal from abroad a secured annual income of an appropriate amount to allow a decent living in Cyprus, without having to engage in any business, trade or profession in the Republic.4
Who it is for
Third-country nationals who can live in Cyprus from secured foreign passive/income streams (pensions, dividends, fixed-deposit interest, rents, and similar, as listed on the official Category F text) without working in Cyprus.4
Income / means floors
From the Migration Department Immigration Permits page (Category F), as of access date 2026-09-21 (live re-check same day confirmed the same figures):4
| Person | Minimum secured annual income from abroad |
|---|---|
| Main applicant | €9,568 (CY£5,600) |
| Each dependent person | + €4,613 (CY£2,700) |
The page does not state a calendar-year revaluation date. These published figures still show CY£ (old Cyprus pound) equivalents and may be scrutinised upwards in examination; the Department page does not publish a higher mandatory floor—do not invent one. Re-check the live page before filing, and be ready to show income that clearly supports a decent living for your household.4
Health insurance and housing
- The Category F narrative on the Immigration Permits page does not itself quote a health-insurance quantum.
- A Word checklist “IMMIGRATION PERMIT REQUIRED DOCUMENTS CATEGORY F” is listed on the IP forms page (posted 29 December 2025). Full file contents were not retrieved in the research pass—consult that checklist for Category F-specific insurance/medical items. An announcement on mandatory medical examinations for Immigration Permit applications is also listed.5
- Category F text does not prescribe a minimum purchase price or rent; housing/title/lease typically appear on such checklists—confirm on the official Word list.45
VERIFY: Download the live Category F Word checklist from the Migration Department IP forms page before you treat insurance or housing wording as settled.
Work ban
Income must allow living without engaging in any business, trade or profession in the Republic. It is not an employment permit.4
Application path (high level)
- Prepare Form MIP2 + Category F required-documents list.45
- All accompanying documents: officially translated and duly certified/ratified.
- Submit only at Migration Department offices in Nicosia, personally or via authorised representative; incomplete files are not accepted.
- Fees on submission: €500 for all persons included; additional €70 if an Aliens Registration Certificate is needed.
- Biometrics (photo, fingerprints, signature) required for the residence card (photo only under age six).
- Approval/rejection notified by letter. Submission of the application does not by itself grant a right to enter or remain without a valid visa/permit.
Processing time: the official Immigration Permits page does not publish a Category F decision deadline. Secondary backlog reports are not treated as official figures here.4
Validity and renewal
From the Immigration Permits page (Immigration Permits generally, including Category F as described there):4
- Residence right: unlimited validity for the holder and adult dependents.
- Residence permit card: expires ten years from issuance and must be replaced on expiry.
- Underage dependents’ card: valid until age 18.
- Must acquire residence in Cyprus within one year of approval if residing outside Cyprus at approval; otherwise the permit ceases to be valid.
- Loss: ceases if the person acquires permanent residence abroad or is absent from Cyprus for two years.
Family
Dependents: spouse and children under 18. Adding a family member later: Form MIP2 + supporting documents; fee €50 per person added + possible €70 ARC (Aliens Registration Certificate).4
Other routes (brief)
| Route | Notes |
|---|---|
| Regulation 6(2) Immigration Permit for Investors | Expedited permanent permit; invest ≥ €300,000; personal secure annual income ≥ €50,000 (+ €15,000 spouse, €10,000 each dependent minor); health insurance required; generally no employment. Separate from Category F.6 |
| Long-Term Resident / temporary employment / short stay | Separate tracks; a visitor stay is not a substitute for an Immigration Permit. |
If you are from the USA
US nationals are generally treated as third-country nationals for Immigration Permits. Short visits follow Embassy of Cyprus Washington / Consulate General New York entry rules; a short-stay visa is not settlement authorisation.7
Category F / Immigration Permit applications are filed with the Migration Department in Nicosia (personally or via authorised representative)—not issued as Category F by the Washington Embassy. Coordinate a lawful way to be present for biometrics / to take up residence within one year of approval. Don’t assume the Embassy decides Category F.47
Common document issues: foreign documents not officially translated into Greek/English or not duly certified; incomplete Category F checklist (file not accepted); income not clearly secured, from abroad, and evidenced to Department standards. For minors, related Immigration Permit practice requires parental consent signed before a consular officer of the Republic when both parents are not participating—relevant caution for family files.46
Simple checklist
- Confirm EU MEU1 path vs non-EU Category F (not Reg. 6(2) investor).
- Download the live Category F required-documents Word checklist (insurance/medical/housing).
- Document secured annual income from abroad at published floors (€9,568 + €4,613 per dependent) and be ready for scrutiny above the floor.
- Prepare certified translations; plan Nicosia filing (in person or authorised representative).
- Budget €500 filing fee (+ €70 ARC if needed); plan biometrics and taking up residence within one year of approval.
- Soft tip: Retirely can help you compare coastal and inland options once the Migration Department path is clearer.
Things to double-check before you apply
- Retrieve and verify the Category F Word checklist (especially insurance/medical and housing)—lawyer / Migration Department if unclear.
- Re-check published €9,568 / €4,613 amounts on the live Immigration Permits page before filing.
- Official processing times (not published on the Category F page).
- US entry/visa sequencing while a Category F file is pending.
- Keep Category F clearly separate from the €300,000 investor Reg. 6(2) route in product copy.
